Carl Powell is a glass artist recipient of funding from the National Endowment for the Arts. He studied at Georgia Southwestern College (later Georgia Southwestern State University) in Americus between 1967 and 1971 and at Georgia State University in Atlanta between 1971 and 1973.

Powell’s works have been exhibited all over the United States, and he is famous for creating both residential stained-glass works as well as complete glass environments for public buildings.
Among Powell’s many accolades are his inclusion in Americans in Glass, a three-year exhibition traveling to major U.S. museums between 1978 and 1981, and his selection as the designer for several major public art projects in different cities. Powell’s works Azteca, Ice Fossil, and Optic Saddle III are part of Georgia’s State Art Collection.
